Global governance and the role of NGOS

Global governance and the role of NGOS
We are easy to understand on the basis of common sense that, we are living in a era where every state is very much dependent on each other because of their necessity. On the other hand,in this globalization era people are more closer each other because of communication has been happening easily. Because of globalization, people can know easily what is happening in the others parts of the world. Most important point here is that globalization has considerablely weakened traditional governance process Increasing global economic integration has reduce the power of national governments While granting other economic and political actors access to the world stage .The 1990s witnessed a dramatic increase in the involvement of the non-governmental organization the global governance (charnovitnovitz,1997)
Enabling the construction participation of civil society in the global environmental governance is thus one of the most important tasks for policy makers concerned with the effectiveness of global governance.
Environmental government can be understood as the conglomeration of different mechanism and system that promote environment protection and conservation through an array of rules and regulation in any given country of the world. Due to rapid industrial growth a n unfavorable consequences all around the world, the concept of global environment governance has gained the prominence in the recent years, as the effective handling of environmental issues and the management og natural resource are important for the very survival of humanity.
Environmental governance aims to promote and synergies the concept s of the people` s participation and environmental governance to foster environmental sustainability in the proposed intervention area .we argues that civil society should play a major in the five key areas ;
 Information collecting and gathering .
 Providing inputs to agenda setting and policy development process .
 Performing co operation function.
 Accessing environmental conditions and monitoring compliance with environment agreement.
 And advocating environmental justice. (charnovitnovitz,1997)
Although global environment governance or the NGOS has played an important role in the state level activities and its impacts on the local level in the profoundly. but it has severe critics which I mention below.
 Most of the NGOs donor based so works as the spy at the particular agenda .
 Sometimes they ignored the local realities .
 Who monitor the Ngo activities
 Sometimes NGOs are more powerful then government .
It goes without saying that severe criticism about NGOs has played an important contribution in the nationally and internationally .

Transit and our concern

“O Lady! We receive but what we give”
Not without reason, transit is a highly sensitive issues in the any country of the world.because when any country give transit in others states than automatically security, economic ,social, and cultural issues come into being focal point discussion. It is important to note here that .According to the 1965 convention on transit trade of land –locked states ,article 2 states that “freedom of transit”that means states have the duty to give the transit in others land locked states. It goes without saying that ,as the states are very much dependent on each others, so they have to go others states through another states because of economic, social, and cultural development. In this aspect India want transit through Bangladesh because of communicating of North-eastern part of India.Ok Fine,Bangladesh should give transit to india according to the convention article 2 which I mention above. Is it enough. Some question remain unanswered until now , In same convention article 3 “Traffic in transit shall not be subjected by any authority within the transit State to customs duties or taxes chargeable by reason of importation or exportation nor to any special dues in respect of transit. Nevertheless on such traffic in transit there may be levied charges intended solely to defray expenses of supervision and administration entailed by such transit. But recent some statements from the top level of government surprised us because they give transit without any cost or fees .What does it means.
Not only that article 15 states “reciprocity” “ The provisions of this Convention shall be applied on a basis of reciprocity”That means we give transit India and India provide us transit to go Nepal ,Or Butan this the reciprocity .But what we see ,we see india always try to pressure us to give transit to india. But india remain silent to give us transit through India to go to Nepal or Butan.India is such states when they wanted to do something ,they raise the issues that this is their legal right. But when something which is against for them . they don’t care to violate the rules and regulations of international law.We know, we have a agreement regarding the issues of Tin Bigha corridor Article 1.14 of the Agreement which stated: "India will retain the southern half of South Berubari Union No. 12 and the adjacent enclaves, measuring an area of 2.64 square miles approximately, and in exchange Bangladesh will retain th Dahagram and Angorpota enclaves. India will lease in perpetuity to Bangladesh an area of 178 metres x 85 metres near 'Tin Bigha' to connect Dahagram with Panbari Mouza (P.S. Patgram) of Bangladesh. In this regard we amended the constitution and give them Southern half of south Berubari Union No 12 and the adjacent enclave. Although India open the corridor only 12 hours in daylight. but until now india control over the Tin Bigha corridor. Is it not the violation of international law.Because of big brother attitude of India, Demarcation of maritime boundary,Undemarcated border boundary 6.5k.m, ownership of south talpattry . exchange of enclave.border killing, water sharing remain conflectual.Iwill not go into details discussion about the above the issues. It seems to me that Transit is our strategic resource on the other hand transit is very essential to India .So we should be dealt with the matter very carefully. Before giving the transit we should be emphasized to be resolve the conflectual issues.History shows us that India is such a state can never sacrifice his own interests. Deplomacy and negotiations should be continued. On the other hand attitude of India should be changed they should be understood that friendship can be continued on the “law of reciprocity” Otherwise how we can survive in future as India is surrounding us at three sides.

CHT and our concern

CHT and our concern
It goes without saying that, strategically CHT is very important region in Bangladesh.Because we have border with both India and Myanmar there. It should be noted here that,Right after the independence of Bangladesh as CHT people were not recognized in our constitution o Bangladesh. Since then they were unhappy. Not only that they wanted to something which were related to the 1900 resulation. However lack of proper initiative they had to go armed conflict against the Government. Since then bloodshed incident went on until the before the peace accords was signed in 1997 on December. Before the peace accord different regime took initiative to tackle the problem.Such as Ziaur Rhaman, in his term, sent a lot of people from plain land to CHT. Actually, it was the strategy to stop the insurgency. But it seems to me that the mistake started right after from there .But it should be noted here that from early era CHT people urged the concern authority to stop the Bengali people in CHT area.So this process were instigate to them to fight the government .At last in 1997 on 2December,historic day came and Awami league government and Cht leaders reached a desicision and a treaty was signed regarding the CHT.It is important to note here that in the reaction of the treaty the opposition party of Bangladesh and UNPDF opposed the treaty.ALTHOUGH A TREATY WAS signed but it is remain only on paper, there were no credible initiative has been taken until now .A very interesting point here that ,although awami league government did the treaty .because lack of proper initiative , no tangible change has been doing until now.And BNP government totally ignored the treaty .During their period, they did take any signals initiative regarding the treaty, our concern is that ,we have a bitter experience about CHT and Bangladesh government. We can not go back in the past again. We made mistake in the past and we do not make mistake again.so the present volatile situation again indicate us that we have to be very careful about the implementation of the treaty although the incumbent government has taken some initiative like established of land land commission to the land problem, recognization of CHT people in the constititution of Bangladesh .but we have to see land commission renmain silente.what does it mean ?
